Default 07 Accent entire instrument cluster not working

I'm looking at buying an 07 Accent (hatchback) for what seems to be a pretty good deal. The holdup is that the instrument cluster doesn't work. Does anyone know what kind of problems this thing could have before I go ahead and make the purchase? Thanks.

I am thinking that the owner couldn't figure out that problem
So, now the owner wants to sell it

From what I know about cars in general ... (not much)
There is a fuse .. about 10 amps ... that has power when key is in on or start
This is for the warning lights

As for the lights on the dash or instrument cluster
The power comes from a fusible link .. about 30 amps .. through a relay
Control side is the multi-function switch (stalk switch)
There should be a rheostat which controls the brightness

Would check fuses and fuse box
Check for corrosion
