Default 4000 rpm idle

I have a 2002 Hyundai Elantra GT and when start my car my it jumps to 4000 rpm and stays there! And sometimes will go up and down from 1500 to 4000. Took it and got it tested and it’s saying it’s the idle control sensor and the throttle control, which I gen Replaced the idle control sensor and throttle control sensor and SAME PROBLEM. When I’m driving it will hold at 30 mph and stay without giving any acceleration. Need help ASAP

Would look at TPS.
Have you had any work done on the car recently?
Clean idle air control valve.
Can you kick down the idle after starting the engine?
