Default Speedometer Nonfunctioning

Good day everyone. I have a 2002 Hyundai Elantra sitting on 180k miles. My speedometer stopped working the other day - no codes showed up. I took it to my mechanic and he tested the system and also ran an electrical test on the transmission speed sensor which passed. He said it was an instrument panel issue. Since its such an old vehicle - we had to get a salvaged instrument panel for replacement. At this time, we have tried 2 different salvaged instrument panels including one from Ebay that was "guaranteed" to be functioning (and only had 135k miles on it).

The speedometer still isn't working.

Could it be a wiring harness or should I go ahead and change out both speed sensors?

We can find fault with everybody's work except our own.

I have a feeling your shop is not that sharp in checking out electrical problems, not unusual.
The better way to do this is to make sure the speed signals are being generated then confirm they are getting to where they are supposed to go..If all that is good , then the instrument cluster would be the last thing in the line.
Of course you can keep replacing parts and that can get expensive and disappointing if it doesn't fix the problem.

The vehicle speed may be available through the obd2 connector and could be verified with a better scanner.,it's the first place to check.

How did the mechanic test the tranny speed sensor?
Lift the front wheels and see the signal, at the instrument cluster, on an oscilloscope?
If the test was done right then replacing the instrument panel should have fixed it??
