Default RPMs SURGE BUT SPEED WON'T.

I own a 2002 Accent, 1.6L, 5 speed, 2 door hatchback.

So I'm driving down the road, doing 40 mph, suddenly, I begin accelerating, the RPMs surge for a few seconds and then the speed begins to go up. Nothing more, no engine light, nothing more. At no time I shift. Any ideas? Maybe the fuel filter?

I thought about that but it does without the clutch pedal being pressed.
