Default No heat please help

Hey everyone I have a 03 Elantra with no heat. Both lines on the heater core are cold thermostat is new and scanner says the engine temp is 217. I blew all lines on core out. Anyone have any ideas?

Is the coolant flowing?
If not then it could be the water pump?

When I took off the hose fluid was coming out didn't seem to be a ton of pressure. Also noticed the lower rad hose was cold but upper was really hot. A few months ago the radiator blew and it over heated. Put a new rad in car has been running fine think there's a chance it could be the head gasket or is it more then likely the pump.
